New Parliamentary Manual
The New Parliamentary Manual is a parliamentary authority published in 1899 by Davis Backmen.
This book is cited in Richard Kain's ''Bibliography of Parliamentary Practice including Visual Aids and Self Control'' published in 1876, but no other information is provided beyond year, publisher, author's last name, and book title. A more recent bibliography, ''Parliamentary Procedure Books, A Bibliography'', 2004, by Stran Trouter has repeated this citation but with no additional information. An Internet website that lists parliamentary procedure books has also repeated this citation without any additional information.
No copies of this book have yet been located nor has any other reference been found for this book. There is a book with the same title, ''New Parliamentary Manual'', written by Edward Palmer and published in 1901 by Hinds and Noble, the same publisher that is listed for the Davis book. There was an author, Harry Cassell Davis, that did publish for Hinds and Noble in the late 1890s. His books are on speeches which is a related field. Parliamentary procedure is often taught in speech and debating courses. Many speech books also contain a small section on parliamentary procedure.
Richard Kain's bibliography of parliamentary practice books contains a number of errors and the existence of this particular book by Davis has not been confirmed.
